What are the dimensions for this project?

Rotating Ferris Wheel Photo Frame

I am really battling with the size. When I import or open it on DXF it is very small to cut. There is no instructions as to what goes were. I had to refer the file to a graphic designer to try and figure out, how to get the photo frames the same size as the specs
